I tried putting olive oil in his food which releaved it quite a bit however he had a funny smell about him and his pee smelled too lol

Any other ideas

You could try some special shampoo or something? or ask you vet?
I have 2 dachshunds that had dull coats and dry skin. On advice of show handlers, I switched all 6 dachsies to Canidae Chicken and Rice - it's especially good for their coats and is generally good nutrition, not corn meal junk food like supermarket dry.

Switch to a better kibble like Canidae - bet your dog's skin will improve dramatically.

Try fish oil capsules - one a day in his food. Olive oil does help, but fish oil helps more.

I had a whippet with a similar problem, and fish oil was recommended by my vet. It really helped him (the dog, not the vet!!)
