Hello! Let's see here...
I have pale skin. And I mean REALLY pale.
I have bright blue/gray eyes.
My hair is kinda funky and changes colors.
In the winter it is dirty blonde, almost brown.
In the summer it is platinum blonde.
There are PLENTY of tutorials that help you do makeup for
blonde hair and blue eyes.
But what about dirty blonde/brown hair and gray eyes?
What eyeshadow colors look best?
what color eyeliner?
I'm fourteen, by the way so I can't wear an excessive amount or
anything flashy without looking inappropriate.

This sounds just like me. Since your only fourteen, and you don't want to look inappropriate, and you have pale skin, you're going to want to treat yourself like your a natural redhead.
Since your eyes are blue/gray, I'd go for browns/cream colors. They can be really light or dark depending on what you're doing. I suggest wearing NO black whatsoever. You should have a small amount of brown eyeliner on and some brown mascara.
Here's what I would do:
I would apply my foundation and concealer were needed.
I would then find a shade of makeup just a bit darker than my natural skin tone, and apply it over my eyes. Then I would take a VERY light brown color and apply it to my brow crease. Then I would line my eyes, and apply my mascara. And, maybe wear a bolder lip color, if you're into it and are allowed. (and by bold I mean maybe a pink or a light brown) But on the chance that you're not, you might just want some chapstick.
Oh, and as a cheek color, wear a some VERY light red on the apples of your cheeks, or a pale pink (still on the apples only).

I say gray or a shimmery charcoal. Will look real cool. No one can go wrong with those two colors and look awesome against blur/gray eyes. Lucky!

im dirty blonde with blue/gray eyes. i wear soft warm colors to give some warm tint to my face. i use light browns/golden brown eyeshadows. with a brown eyeliner for the top eyelid only. and black mascara. but this questions is pretty much personal preference.
