They aren't the same. Use the regular flour but add in 1 1/2 tsp baking powder for each cup of flour needed.Self -rising flour has baking powder already mixed in.
Cake flour is a veeery finely sifted flour, that has No trace of bran or germ -it's nearly pure starch, and makes the softest cakes (and is the nutritional equivalent of cardboard).
